* lisp/progmodes/perl-mode.el: Use lexical-binding.
Remove redundant :group args.
(perl-nochange): Change default to be closer to other major modes's
standard behavior.
(perl-indent-line): Don't consider text on current line as a
valid beginning of function from which to indent.
